Minutes of the Annual Meeting held at Grimoldby Village Hall

1. Election of Officers

  • - Cllr S Needham   proposed as Chairman, by Cllr J Beilby. Seconded by Cllr R Bell Elected unopposed

Vice Chair – Cllr J Beilby   proposed as Vice Chair by Cllr S Needham, seconded Cllr R Bell. Elected unopposed.

 

2. Minutes of Annual Meeting held 12th May 2025

  (2.1) Minutes approved previously at Parish Council Meeting October 15th 2025

 

3. Matters arising from previous Annual General Meeting

(3.1) Clerk confirmed that external auditors had approved all aspects of the external audit.

 

4. Finance Report

 (4.1) motion ‘This Certificate of Exemption is approved by this authority on this date’

        Proposed Cllr S Needham Seconded Cllr. J Beilby. Agreed unanimously

 

 (4.2) motion ‘The Annual Governance Statement for 2025/26 is approved by this authority’                   

    Proposed Cllr S Needham, seconded by Cllr J Beilby. Agreed unanimously.

 

(4.3) Motion ‘to accept the Accounting Statements for 2025/26 and approve them’. Proposed by Cllr S Needham, Seconded by Cllr J Beilby. Agreed unanimously

 

(4.4) The Clerk reported that at the financial year-end there was a balance of £1599.03 in the Parish Council Account and £2330.29 in the Parish Council Commercial Instant Access Account.    Proposed by Cllr S Needham and seconded by Cllr J Beilby to approve the accounts for 2025/26 Agreed unanimously

 

5. Chairman’s Report

(5.1) Chair gave a verbal report summarising the activities of the Parish Council during the last twelve months. She thanked all members of the Parish Council and especially the Clerk for their ongoing efforts and support throughout the past year. She noted that the future regarding St Leonard’s Church continues to be uncertain and noted the current inability to convene PCC. She highlighted the ongoing challenges and uncertainties because of the Viking Carbon Capture Pipeline and the National Grid proposals for a pylon scheme. Highlighting that surveys were still being continued by the bodies involved in the schemes..

MINUTES OF THE MEETING

4.   MINUTES OF THE PREVIOUS MEETING

     (4.1) Minutes approved Proposed Cllr Beilby; seconded Cllr Bell

5 MATTERS ARISING FROM MINUTES

(5.1 Cllr Needham reported that the majority of the leaflets informing parishioners of the defibrillator code have been distributed and that the remainder would be done in next few days.

(5.2) Cllr Needham informed meeting that the issues regarding the Scrope Trust Account had now been resolved and that the next step was for to people to be nominated to represent South Cockerington Parish on the Trust Board. Chair to approach potential nominees suggested.

(5.3) Clerk reported that several parishioners had expressed their concerns at the 22% rise in the Parish Precept for 26/27. Noted that a D band rate for South Cockerington was £13+; Manby £34+ and Alvingham £24+

(6) FINANCE REPORT (

(6.1) Precept for 2026/27paid into account 17/4/26. Current overall balance will be £4661.29 when outstanding invoices and Direct Debit for Data Protection registration are settled

 Commercial Account £2331.28   SCPCC Account £2320.01.  

6.2) Outstanding Invoices. Village Hall Hire £20 for 13/5 2026, Clerk expenses 13//25 to 4/4/26 £105.43 and Zurich Insurance 2026/2027 - £348.06 (an increase of £68 from 2025).

7. GRIMSBY TO WALPOLE Community Update.

(7.1) Community Update displayed on notice boards. General view was the update contained very little substantive information. Still some local activity with ongoing wildlife surveys being sought.

(7.2) Cllr Hastings reported that there was nothing to report, whilst LCC has sought legal advice on if and how it could challenge the proposal no actual action had been initiated. Much activity behind the scenes though. Promised to keep Parish Council informed

8 CORRESPONDANCE REPORT

(8.1) Notice regarding two temporary road closures of South View Lane one May and the other in June have been displayed on Notice Board along with details of the Heating Oil Scheme the Government is funding via Local Authorities.

(8.2) All relevant correspondence forwarded to all Councillors electronically.

9 PLANNING MATTERS - Eastern Green Link (EGL3) Application No. 00688/26/FUL

(9.1) Cllr Bell lead the discussion regarding the proposed routes of the dc power cables. Under sea all the way from Scotland to Anderby Creek and then underground to Walpole, highlighting and questioning the decision to route the cables of the Grimsby to Walpole proposal by an unwelcome overland pylon system rather than following and sharing similar undersea and underground routes.. Concern expressed that requests to provide financial details to justify the routing proposed had to date been ignored and that at a Parish level we were simply unable to challenge the scheme.

10. MATTERS PERTAINING TO PARISH BUSINESS

(10.1) Chair highlighted that complaints received from lorry drivers regarding damage that had occurred to vehicle mirrors as a result of overhanging trees on Mill Hill Way.

((10.2) Cllr Hastings drew attention to the increase in burglaries in the area in recent weeks and urged everyone to encourage others within the Parish to be alert to suspicious vehicles and strangers walking in the village.

 (10.3)Concerns raised regarding subsidence and ditch bank erosion on sections of Soth View Lane and Hastings arranged to visit sites with Cllr Bell and Cllr Hope on Thursday 14th May at 3pm.
