MINUTES OF THE MEETING HELD at Grimoldby Village Hall   (DRAFT)

 Monday 7th January 2019 at 7.30 pm.

Present   -Cllr S Needham (Chair); Cllr P Hope, Cllr N Hole;

1 APOLOGIES FOR ABSENCE

(1.1)  Cllr Steeper has offered his apologies unable to attend meeting due to ongoing illness.

2 CO-OPTION OF COUNCILLORS

(2.1) Co-option of Mrs Barbara Batman onto the Parish Council proposed Cllr P Hope, Seconded Cllr N Hole, Agreed .

3. DISCLOSURE OF INTERESTS   

(3.i) None

4. PUBLIC QUESTIONS/ PRESENTATIONS –

(4.1) None

5.  MINUTES OF THE PREVIOUS MEETINGS

(5.1) The minutes of meeting held on Monday 12th November 2018 were approved, proposed by Cllr N. Hole, and seconded by Cllr S Needham. Agreed unanimously.

6. MATTERS ARISING FROM PREVIOUS MINUTES.

           (6.1) Concerns regarding the capsizing of the road along South View Lane along with the general condition of South View Lane had been reported to Lincolnshire highways.  LCC to keep situation under review.

            (6.2) Litter pickers had been purchased but were returned as they were judged to be unsuitable to task. Cllr Hole to forward details of another supplier to Clerk for action.

7. FINANCE REPORT

          (7.1) Current overall balance is £5073.45. Business Account £2258.29   SCPCC Account £2815.16.  

          (7.2) Clerk reported that there were no currently no invoices outstanding.

          (7.3) Agree to purchase garden vouchers to value of £25 for Mrs J Nicholson for continuing to act as the Parish  Council internal auditor.                                                                                                   Action Clerk

           (7.4) Agree to review at a later date making any financial grant to St Leonard’s Church

     8.   PARISH PRECEPT 2019 -2020

       (8.1)  Following extensive discussion it was Cllr N Hole proposed and Cllr S Needham seconded that the precept for 2019-20 be set at £1000 . Agreed unanimously                                                    Action Clerk

9. CORRESPONDANCE

         (9 1) Clerk outlined details of the correspondence and publications that had been received since the last meeting.       Matters requiring a response had been dealt with as required and a folder of the other materials circulated to Parish councillors.

10 PLANNING MATTERS

(10 1)   N/158/02125/18 Extension and alterations to existing house – The Old Vicarage.

Clerk confirmed that the draft letter circulated to councillors for their approval regarding this application had , following their approval of the draft , been submitted to ELDC.

(10.2) There were no pending planning applications..

11. STANDING ORDERS 2019.

(11.1) The Standing Orders circulated to Councillors prior to the meeting for their consideration were adopted and will operate with immediate effect.

12 MATTERS ARISING PERTAINING TO PARISH BUSINESS

(12.1) Issue of damage to two of the Parish Council benches discussed. One to be repaired – Cllr Needham the second one along the footpath from South View Lane to St Leonard’s Lane to be either repaired or replaced.

(12.2) Recent burglary discussed, Clerk to raised Parishioners concerns at next scheduled meeting of Police Panel scheduled for 8th January.

13 DATE OF NEXT MEETING

Arranged for 7.30 pm Monday 13th May 2019 The Annual Meeting of the Parish Council will precede this meeting and will start at 7pm.
