MINUTES OF THE MEETING HELD at Grimoldby Village Hall
Monday 9th March 2020 at 7.30 pm

1. APOLOGIES FOR ABSENCE
(1.1) Cllr S Wood – family bereavement
2. DISCLOSURE OF INTERESTS
(2.1) None
3. PUBLIC QUESTIONS/ PRESENTATIONS –
(3.1) Dr Porter was welcomed to meeting. He outlined the background and actions he had taken to try to protect the verge immediately outside his property on St Leonards Lane. Position of Lincolnshire County Council Highways and this issue also clarified – the placing of an obstruction on the highway, including roadside verges and footpaths, is an offence under Section 148 of the Highways Act 1980. In the event of an accident anybody responsible for the obstruction can also be held legally liable for the same. – Full discussion of the various issues involved took place. Resolved that the Parish Council should take no further action at this time as the issue had been brought to the attention of Lincolnshire County Council Highways who were now dealing with the matter.
4. MINUTES OF THE PREVIOUS MEETINGS
(4.1) The minutes of Parish Council meeting held on Monday 13th January 20, proposed Cllr Needham and seconded by Cllr N Hole. Agreed unanimously.
5. MATTERS ARISING FROM PREVIOUS MINUTES.
(5.1) The replacement bench for Church Walk has yet to be installed.
(5.2) Clerk has contacted Lincolnshire Highways again regarding road condition in St Leonard’s Lane South View Lane where road and verge have collapsed and the ongoing flooding on Mill Hill Road. References 4141487 and 4141488 no action has to date been taken by LCC Highways.
(5.3) Litter picking had taken place and 20+ bags of litter had been collected. Chair expressed to all who had taken part in the exercise.
6. FINANCE REPORT
(6.1) Current overall balance is £4395.63 Business Account £2259.62 SCPCC Account £2136.01
(6.2) No invoice has been received for the last 2 meetings of Parish Council at Village Hall on 23 September and 13th January.
7 CORRESPONDANCE
(7.1) Councillors confirmed they had all received the weekly LALC updates.
(7.2) Other received materials were to be circulated to members.
8 PLANNING MATTERS
(8 1) Planning application N/158/2182/19 had been approved by ELDC
9 MATTERS APERTAINING TO PARISH BUSINESS
(9.1) There were no issues raised
10. DATE OF NEXT MEETING
Arranged for 7.30 pm Monday 18th May to be preceded by the Parish Annual Meeting starting at 7.00pm 2020 at Grimoldby Village Hall Action Clerk
