SOUTH COCKERINGTON PARISH COUNCIL

MINUTES OF THE MEETING   

Wednesday 21st January 2026 at Grimoldby Village Hall at 7.30 pm

 

Present   -Cllr S Needham (Chair), Cllr J Beilby, Cllr P Hope, Cllr R Bell,

Visitor. -  Cllr N Hastings

1. APOLOGIES FOR ABSENCE – None -

2. DISCLOSURE OF INTERESTS – None

3. PUBLIC QUESTIONS/ PRESENTATION - None

4.   MINUTES OF THE PREVIOUS MEETING

     (4.1)Date of previous Parish Council should be Wednesday 10th December – minutes appropriately amended Proposed Cllr Bell, seconded Cllr Beilby. Agreed.

    (4.2) Date of next meeting item 12 should be Wednesday 21st January – minute amended.

5 MATTERS ARISING FROM MINUTES

(5.1 Cllr Beilby has carried out mid-year internal audit. All is complete and in order.

(5.2) Cllr Beilby expressed thanks for the installation of the speed reduction signs at South View / St Leonard’s intersection and Pedlar Lane / Chapel Lane intersection. Their installation has been noticed and welcomed by villagers

  1. REVIEW AND ADOPTION OF PARISH COUNCIL POLICIES.
  1. IT Policy  adopted proposed Cllr Beilby Seconded Cllr Needham
  2. Review of General Privacy Policy, Data Protection Policies and Parish Council Standing Order,

Cllr Bell sought clarification of how the Data Protection Policies applied to individual Councillors.  Cllr Beilby note that section 3 subsection (x) relating to the maximum duration of meetings should be two hours. This was agreed.

All policies were agreed. Proposed Cllr Needham seconded by Cllr Bell.

7  (1)FINANCE REPORT (

    (7.1.1) Current overall balance is £4057.97 Commercial Account £1730.81   SCPCC Account £2327.16.  

   (7.1.2) Outstanding Invoices. Village Hall Hire £20 for 21/1/2026 and £101.78 2026/2027 LALC subscription;

   (2)  PARISH PRECEPT 2026-2027

   (7.2.1)  Noted that the Precept has not been changed for the past five years, Following extensive discussions of various cost increases that the Parish Council faces in the coming year and the need to plan for maintenance and possible replacement  of Parish Council Assets it was proposed and agreed unanimously to set the Precept for 26/27at £1250. Proposed Cllr Needham seconded Cllr Beilby

8. NATIONAL GRID TRANMISSION GRIMSBY TO WALPOLE.

(8.1) Cllr Hastings reported that there was nothing to report, whilst LCC has sought legal advice on if and how it could challenge the proposal no actual action had been initiated.

9 CORRESPONDANCE REPORT

(9.1)All relevant correspondence forwarded to all Councillors electronically.

10 PLANNING MATTERS

(10.1) None.

11. MATTERS APERTAINING TO PARISH BUSINESS

(11.1) Clerk in view of the significant numbers of new residents within recent years should the code for accessing the Defibrillator be recirculated to Parishioners. Agreed to do so

(11.2) Scrope Trust. Chair updated meeting on the current difficulties in getting additional Trustees appointed and authorised to be able to allocate funding as and when appropriate candidates could be identified. Chair agreed to continue to pursue this and update Councillors at next meeting.

12 DATE OF NEXT MEETING Arranged for 7.30 Wednesday 13th May 2026. This will be preceded by Annual Parish Meeting at 7pm
