SOUTH COCKERINGTON PARISH COUNCIL

MINUTES OF THE MEETING   

Wednesday 15th October 2025 at Grimoldby Village Hall at 7.30 pm

4’ PUBLIC QUESTIONS/ PRESENTATION

Cllr Beilby welcomed Cllr Hastings to the meeting and invited him to address the meeting. Agreed that in view of Cllr Hastings attendance that agenda items 9 and 10 on the published agenda would also be considered immediately following Cllr Hastings initial address.

Cllr Hastings outline the circumstances under which he was recently elected and detailed his activities in recent months in establishing  as many links as possible with Parish Councils and his intention of assisting Parish Councils and Parish Councillors in any way possible, He stressed his intention of supporting the work of  Parish Councillors as far as possible. Informed Councillors that where he feels it appropriate he would act independently.

A brief discussion of the news today that the Secretary of State for Energy Security,

E, Miliband had given approval for the largest Solar Panel development in Europe to go ahead in Lincolnshire. Parish Councillors wished to know what action was being considered  to challenge this decision and the proposed National Grid Transmission route from Grimsby to Walpole. Parish Councillors wished to know what actions were being taken or planned by LCC and District Council to obtain the evidence, which demonstrated that, the proposed route and above ground approach was the most economical solution to the issue. Cllr Bell circulated a copy of the objections to the proposal he had submitted as a private individual (a copy of which is filed with the minutes for information purposes.). Parish Council stressed its complete and total objection to the proposals, as they currently exist. Cllr Hastings agreed to take this on board and promised to give feedback on the issues raised as early as possible and to keep the Parish Council informed on the steps being taken to challenge the present proposed development.

 

5. MINUTES OF THE PREVIOUS MEETINGS

(5.1) Minutes Annual Meeting Monday 12th May 2025 – Proposed Cllr Bell, seconded Cllr Beilby. Agreed.

(5.2) Minutes Parish Council Meeting 12th May 2025 -Proposed Cllr Bell, seconded Cllr Beilby. Agreed.

 

6 MATTERS ARISING FROM MINUTES

(6.1) Clerk confirmed that the model Standing Orders approved and adopted at the last Council meeting had been published on the Parish Council website.

 

7 FINANCE REPORT

(7.1) Current overall balance is £4348.24 Business Account £2323.68   SCPCC Account £2024.56.  

(7.2) Outstanding Invoices.  Village Hall Hire £20 for 15/10/2025; NCM Invoice for grass cutting £240.

 

8.  CORRESPONDANCE REPORT

(8.1)All relevant correspondence forwarded to all Councillors electronically.

(8.2) Notification received of a meeting being held at St Leonard’s Church this evening to discuss its potential closure. Clerk had informed Father Terry Steele, Rural Dean that meeting clashed with Parish Council meeting. The Clerk had sent apologies and had asked to be informed of the outcome,

 

9, PLANNING MATTERS

(9.1) PL/0048/25 Cllr Bell briefed the meeting that this application was a resubmission  for permission to install two additional tanks at the site. The initial application had resulted in no objections from L.C.C , Natural England or the Environment Agency. However, the Health and Safety Executive had requested further information.  The revised application addresses all the issues raised by H &S, highly detailed. The H&S have now up to 12 months to respond from the date the valid application being received.  In light of the lack of the necessary scientific expertise necessary to raise any objections to the application the Parish Council agreed to make ‘No Comment’ on the application.

 

10. NATIONAL GRID TRANMISSION GRIMSBY TO WALPOLE.

(10.1) Current position having already been reviewed and agreed to keep the matter on future agendas  

 

11. MATTERS APERTAINING TO PARISH BUSINESS

 (11.1) It was noted that concerns had been raised regarding vehicle speeding. Parish Council to keep the issue under review.
