SOUTH COCKERINGTON PARISH COUNCIL

MINUTES OF THE MEETING   

Monday 13th January 2025 at Grimoldby Village Hall at 7.30 pm

Present   -Cllr S Needham, Cllr P Hope, Cllr J Beilby, Cllr R Bell

1.APOLOGIES FOR ABSENCE – None

2.DISCLOSURE OF INTERESTS – None

3ELECTION OF VICE CHAIR Cllr J Beilby proposed by Cllr R Bell, seconded Cllr S Needham elected unopposed.

4.   CO-OPTION OF COUNCILLORS- No candidates at this time. ELDC have been notified of resignation of Cllr. S Wood and appropriate notices have been displayed on Village Notice Boards

5. PUBLIC QUESTIONS/ PRESENTATIONS None

6. MINUTES OF THE PREVIOUS MEETINGS

(6.1) Minutes 8th December 2024 – Proposed Cllr Bell, seconded Cllr Beilby. Agreed.

7. MATTERS ARISING FROM MINUTES

(7.1) Clerk confirmed that issue with the Road Sign and the Safety Barrier at end of Church Walk have been reported to LCC. Road sign been inspected and will be replaced, no news on Safety Barrier. Road Salt scheduled for delivery to Needham Farm on 21st January.

(7.2) Response to Town and Parish Council survey drafted by Cllr Beilby has been submitted to ELDC.

(7.3)Cllr Bell reported on perilous state of the Defibrillator Cabinet. Agree to attempt to repair rusted cabinet if possible. Cost of replacement cabinet discussed and the implications of the need to replace it on Parish Precept for coming year.

8 (i) FINANCE REPORT

(8.1a) Clerk reported on options offered by other banks. Coop Bank looked to be most promising option but after considering all the options it was resolved unanimously to remain with Lloyds Bank for time being but to keep issue under review.

(8.1b)Current overall balance is £4203.36 Business Account £2308.80   SCPCC Account £1894.56.

 (8.1c) Outstanding Invoices.  Village Hall Hire £20 for 13/1/25; Clerk’s expenses to 12/1/25 £78.55;LALC subs 91.20; West View Cottages – electricity £25.

8(ii) PARISH PRECEPT 2025-26

(8.iia) Following extensive discussion it was proposed by Cllr Beilby and seconded by Cllr Bell that the precept for 2025-26 be set at £1000 and that the budget for 2025-26 be set at set at £2100/ £1000 from the precept and the balance of £1100 from revenue ACTION CLERK

9. NATIONAL GRID TRANMISSION GRIMSBY TO WALPOLE.

(9.1) Current position reviewed and agreed to keep the matter on future agendas.

10.  CORRESPONDANCE REPORT

(10.1) Councillors confirmed receipt of the weekly LALC updates and the electronic copy of LALC News.

(10.2) Letter received from new occupants of High Brooms, Chapel Lane about the recent flooding of their home with raw sewage. Anglia Water have visited the site ad assured party concerned there is no drain blockage. General discussion of recent localised flooding of South View Lane. Unfortunately, there is little the Parish Council can do..

11. PLANNING MATTERS- None

12. MATTERS APERTAINING TO PARISH BUSINESS

(12.1)Cllr Beilby and Cllr Bell raised the issue that there was no clear indication of where the Bus Stop at the top of Chapel Lane and Mill Hill actually is. Agreed the Bus Stop is the concrete slab and that the relevant parties would be informed.
