SOUTH COCKERINGTON PARISH COUNCIL

MINUTES OF THE MEETING   

Wednesday 10th December 2025 at Grimoldby Village Hall at 7.30 pm

4.   MINUTES OF THE PREVIOUS MEETING

     (4.1) Minutes Parish Council Meeting 15th October 2025 -Proposed Cllr Bell, seconded Cllr  Beilby. Agreed.

5 MATTERS ARISING FROM MINUTES

(5.1) An e-mail had been received from Father Terry, Rural Dean. He informed Parish Council that following meeting of PCC it was decided to keep the church closed until late Spring 2026. The grass will not be cut. A further stonework fall inside the church near the organ and tower has occurred and this is being look into. A further meeting of the PCC to be held later in 2026 to see if there is any interest in forming a PCC. If people cannot be elected to the offices there will be no choice but to go down the redundancy route.

6 FINANCE REPORT

(6.1) Current overall balance is £4086.36 Commercial Account £1780.31   SCPCC Account £2326.05.  

(6.2) Outstanding Invoices. Village Hall Hire £20 for 8/12/2025;

(6.3) Cllr Beilby agreed to carry out mid-year internal audit of accounts.

(6.4) Clerk provided details of initial and ongoing costs of the Parish Council purchasing and moving to a gov.uk site. (copy filed with these minutes). At present, such a move is voluntary but for Parish Councils to fully comply with Transparency Code requirements that in future such a move will become compulsory. The cost of such a requirement will have significant impact on the Parish Precept. After discussion, it was agreed not to proceed further with this matter at this time but to keep the matter under review.

7  CORRESPONDANCE REPORT

(7.1)All relevant correspondence forwarded to all Councillors electronically.

8, PLANNING MATTERS

(8.1) PL/0048/25. – no update  on this application.

9. NATIONAL GRID TRANMISSION GRIMSBY TO WALPOLE.

(9.1) Cllr Hastings reported that there was nothing to report, no response to request for data regarding costings for proposed route compared to cabling being laid underground. Overall things gone very quiet. Expected that it will be so until Development Consent Orders are issued.

No details available on any legal action that LCC may be taking or planning to take with regards to opposing the planned development.  

10 TRAFFIC SPEED

(10.1) Clerk provided details of costing for road signs available from Community Speed Watch (£20 each min order £50)  or by joining Community Speed Watch Group  (£50 joining free then up to 5 signs free) that could be attached to a lamp post reminding drivers of 30mp Speed Limit.

Whilst similar signs were available to encourage drivers to ‘20 is plenty’ approach, these are not legal and the Clerk has been advised that they would almost certainly be removed by LCC Highways. Cllr Hastings suggested Grimoldby Parish Council be approached to see if they would rent out their electronic speed sign when they were not using it.

Decided to install the road signs the Parish Council currently has, one at the junction of St Leonard’s Lane and South View Lane and the other at the junction of Chapel Lane and Pedlar Lane.      

11. MATTERS APERTAINING TO PARISH BUSINESS

(11.1) Clerk circulated a draft Parish Council IT Policy document for consideration at next meeting.
