MINUTES OF THE MEETING HELD at Grimoldby Village Hall  

 Monday 13th January 2020 at 7.30 pm

4. PUBLIC QUESTIONS/ PRESENTATIONS –

(4.1) None

5.  MINUTES OF THE PREVIOUS MEETINGS

(5.1) The minutes of Parish Council meeting held on Monday 23rd September 2019, proposed Cllr Needham and seconded by Cllr N Hole. Agreed unanimously.

6. MATTERS ARISING FROM PREVIOUS MINUTES.

              (6.1)  The replacement bench for Church Walk has yet to be installed.

              (6.2)  Payment has been made to West View Cottages for defibrillator electricity

              (6.3)  Replacement battery has been purchased an installed in the defibrillator

              (6.4) Clerk has contacted Lincolnshire Highways regarding road condition in St Leonard’s Lane , South View Lane where road and verge have collapsed and  the ongoing flooding on Mill Hill Road.  References 4141487 and 4141488.

7 FINANCE REPORT

      (7.1) Current overall balance is £4472.79 Business Account £2259.52   SCPCC Account £2213.27 

           (7.2) No invoice has been received for the last meeting of Parish Council at Village Hall on 23 September.

8. PARISH PRECEPT 2020-21

(8.1) Following discussions of forecasted expenditure and in light of existing reserves proposed that precept be kept at same level of £1000 for 2020-21. Proposed Cllr S Needham, Seconded Cllr N Hole agreed unanimously.

9  CORRESPONDANCE

            (9 1) Councillors confirmed they had all received the weekly LALC updates

            (9.2) Other received materials were to be circulated to members.

  10      PLANNING MATTERS

(10 1)   Planning application N/158/2182/19 had been supported, Clerk had conveyed details of this to ELDC on 30 December 2019

11   MATTERS APERTAINING TO PARISH BUSINESS

(11.1) Cllr Hole raised need for an organised litter pick along roads leading into village. Agreed for Saturday 7th March, meeting at 10am junction of St Leonard’s Lane and South View.  Clerk too organise for ELDC to collect litter and to source bags.                                                                                             Action Clerk .

(11.2) Cllr Needham – several parishioners had raised the need for clarification with regards to the increasing practice of householders placing items on the verges outside their property to protect the verges from vehicle damage. With regards to potential liability if any vehicle were to be damaged as a result of them hitting one of the objects placed by householders on the verge.   Clerk directed to approach LALC and Lincolnshire Highways for clarification on the issue.                                                                                 Action Clerk
